Russian Wheat Export Duty to Increase 3.7 Times

Russian wheat export duty to increase significantly next week. Specifically, new customs duty rates will apply from March 25 to March 31, 2026, according to the Russian Ministry of Agriculture.

Revised Duty Rates by Commodity

Export duty:

  • wheat – will increase by 374.7 rubles to 515.6 rubles per ton;
  • barley – will remain zero;
  • on corn – will remain zero.

Russian Wheat Export Duty to increase: Price Calculations

Duties for the new period were calculated based on indicative prices per ton. Specifically:

  • wheat – $231.5 (previously $231.6);
  • barley – $208.0 (previously $217);
  • corn – $219.8 (previously $218.1).

The grain damper mechanism has been in effect in Russia since June 2, 2021. Furthermore, it provides for floating duties on the export of wheat, corn, and barley. Additionally, it requires the return of proceeds from them to subsidize agricultural producers.

Effective July 25, 2025, the Russian government increased the base price for calculating export duties on barley and corn. Specifically, it rose by 1,000 rubles to 17,785 rubles per ton. Moreover, export duties also apply to oilseeds.
