Russia extends sulfur ban on certain types of sulfur. Specifically, the restriction now applies until June 30, 2026. The ban covers liquid, granulated, and lump sulfur. However, the government permits exports of low-grade sulfur without restrictions. These exports require confirmation from the Russian Ministry of Industry and Trade. Russian Prime Minister Mikhail Mishustin signed the decree extending the ban. The government published it on the official website.
Exemptions and Permitted Exports
Meanwhile, the restriction does not apply to raw material supplies for Eurasian Economic Union countries, Abkhazia, and South Ossetia. Additionally, exporters may ship sulfur outside the country for humanitarian aid. Exporters may also ship sulfur as part of international transit shipments. They may ship sulfur to support Russian organizations on the Svalbard archipelago.
Russia Extends Sulfur Ban to Support Fertilizer Production
Consequently, this Russia extends sulfur ban decision aims to stabilize raw material supplies to the domestic market. It also aims to maintain mineral fertilizer production rates during the spring sowing season. A temporary ban on sulfur exports will take effect on November 1, 2025. Furthermore, the Ministry of Agriculture previously suspended ammonium nitrate exports to support spring field work. The restrictions will be in effect from March 21 to April 21. The only exception applies to shipments under intergovernmental agreements.
