Rusagro Nationalization Russia: Prosecutor General Files Landmark Lawsuit

The Prosecutor General’s Office of the Russian Federation has filed a lawsuit seeking to seize — and transfer to state ownership — a controlling stake in Rusagro. This company ranks among Russia’s largest agricultural holdings. Specifically, it ranks second in domestic pork production and third in sugar production. Moreover, Rusagro controls over 700,000 hectares of agricultural land.

According to The Moscow Times, the lawsuit seeks the seizure of 469 million Rusagro shares. This figure represents approximately 49% of the company’s equity. Furthermore, the lawsuit was filed with Moscow’s Khamovnichesky District Court against the company’s founder and principal owner, Vadim Moshkovich.

Moshkovich: Billionaire Founder Under Arrest

Moshkovich, 58, ranks among Russia’s 60 wealthiest individuals. His net worth stands at $2.9 billion. However, authorities have held him in a pre-trial detention center since the spring of last year on charges of fraud and bribery.

The prosecution is demanding the seizure of Rusagro shares held directly by Moshkovich. Additionally, it targets shares registered in the names of his wife, his business partners, and entities linked to him. Furthermore, the state intends to confiscate 14 billion rubles in cash assets belonging to Moshkovich. This includes funds discovered during a search:

  • 29.3 million rubles
  • $1.8 million
  • €1.6 million

Allegations: Land Grab and Offshore Profit Siphoning

The lawsuit filed by the Prosecutor General’s Office alleges serious misconduct. Specifically, it claims that Moshkovich, while serving as a senator representing the Belgorod Region from 2006 to 2014, leveraged his “political and administrative influence” to benefit his business interests. As a result, he allegedly secured the transfer of vast tracts of agricultural land within the region. Consequently, this move led to a tenfold expansion of Rusagro’s land bank.

Additionally, Moshkovich faces accusations of “siphoning company profits” abroad through offshore entities. Moreover, he allegedly failed to disclose ownership of those entities in his tax returns.

According to sources, the Patrushev clan is now vying for control of Moshkovich’s assets. Therefore, it seeks to consolidate its grip on major enterprises within Russia’s food and agricultural sectors. Rusagro, with annual revenue of approximately 400 billion rubles and a market capitalization of nearly 100 billion, had long been a target for confiscation.
