From November 1 this year, the SENT system will be introduced for freight traffic to and through Poland. This means the introduction of mandatory registration in the SENT digital system for freight forwarders from third countries and thus also for Ukrainian freight forwarders, the State Service of Ukraine for Transport Safety (Ukrtransbeksobesasnost) announced on its Facebook page.
As it says, from November 1, the need to register in the digital system will apply to transports under one-way permits, ECMT transport permits, as well as transports without permits (e.g. under the agreement on liberalization of freight transport).
“In fact, it refers to all types of transport that can be carried out by a foreign transport company,” the report emphasizes.
According to the law adopted by the Polish Senate on October 9, when registering in the SENT system, the carrier must provide, among other things, information about the foreign person carrying out the transport, information about the sender, information about the recipient, the place and date of commencement and termination of the transport on Polish territory, the countries of loading and unloading, the numbers of the transport document for the cargo and the permit, etc.
After registration in the system, the notification is assigned a “control number”. If the “control number” is not received, the driver is obliged not to start transportation of the cargo.
“Thus, registration in the SENT system should enable control over all freight transport in and through the territory of Poland”, – emphasizes Ukrtransbezopasnosti.
At the same time, it is noted that, according to the Polish Ministry of Infrastructure, the procedure for complaints from foreign carriers carrying out transportation to or through the territory of Poland is currently being developed. It is expected that this procedure will be communicated to all interested parties in the near future.
