Export duty on Russian oil to be reduced from May 1

Starting May 1, 2025, Russia will lower the export duty on sunflower oil to 4,500 rubles per ton, down from 4,568.7 rubles per ton in April, according to the Russian Ministry of Agriculture.

The indicative price used to determine this rate has risen to $1,090.5 per ton, up from the previous $1,065.7.

Conversely, the export duty on sunflower meal will increase slightly to 943.6 rubles per ton from 939.5 rubles. This rate is derived from an indicative price of $211.2 per ton, compared to $206.1 earlier.

The export duty for sunflower oil is calculated based on a base export price of 82,500 rubles per ton. For sunflower meal, the duty rate follows a specific formula: it equals the difference between the indicative export price (the monthly average of market prices) and the base price, multiplied by a correction factor of 0.7.

Previously, the duty was applied in U.S. dollars at a rate of 50%, with a minimum charge of $320 per ton. Russia introduced the flexible export duty on sunflower oil from September 1, 2021, through August 31, 2022, while the duty on sunflower meal exports was initially enforced from May 1 to August 31. The Russian government has since extended these customs duties on sunflower oil and meal until August 31, 2026.
