Russian Government Extends Fertilizer Export Quotas for 2026 Season

Russia continues to play a central role in global agricultural supply chains. The Russian fertilizer export quotas have once again been extended, covering the next major export season. This decision directly affects international markets and domestic agricultural producers alike. Therefore, it is important to understand the full scope of this policy update.


Russian Fertilizer Export Quotas Extended Through November 2026

Russia has established quotas for the export of mineral fertilizers outside the Eurasian Economic Union (EAEU) from June 1 to November 30, 2026. Moreover, the quota will increase from 18.7 million tons to 20 million tons. The government press service reported this decision officially.

Breakdown of the 20 Million Ton Quota by Fertilizer Type

Of the total 20 million tons, the updated estimates cover several key categories. Specifically, the quota includes:

  • Over 8.7 million tons of nitrogen fertilizers.
  • Over 4.2 million tons of ammonium nitrate.
  • Over 7 million tons of complex fertilizers.

Thus, nitrogen fertilizers represent the largest single share of the overall quota volume.

Exemptions and Goals Behind the Quota Policy

Furthermore, the Russian fertilizer export quotas do not apply in all cases. In particular, the quotas will not cover:

  • Fertilizer deliveries to Abkhazia and South Ossetia.
  • Exports from Russia as part of international transit shipments.
  • Supplies sent as part of international humanitarian aid.

The government also provided a clear rationale for this measure. “This decision will ensure the smooth operation of agricultural producers, feed manufacturers, and other consumers, ensuring a sufficient supply of fertilizers on the domestic market,” the government explained.

Additionally, fertilizer export quotas were first established in December 2022 and have subsequently been extended several times. The previous measure was in effect from December 1, 2025, to May 31, 2026. Consequently, the new quota period starts on June 1, 2026, and continues through November 30, 2026, ensuring continuity for exporters and domestic users alike.
